The German rule, clearly scoped

This guide concerns Germany. Under the currently published German rules, a recreational boat with a combustion engine up to and including 11.03 kW, commonly called 15 hp, can generally be operated without the official boating licence on federal waterways, subject to age, vessel and waterway conditions.

Electric motors still have a different threshold

As of 24 July 2026, the official German text still states 7.5 kW continuous output for electric motors. A reform to align the threshold with 11.03 kW has been announced, but an announcement is not the law in force. Check ELWIS and the applicable authority immediately before use.

Exceptions and local rules matter

Lake Constance, the Port of Hamburg and individual waterways can apply additional or stricter rules. The specific waters, engine rating on the type plate, vessel length, age of the operator and private or commercial use must therefore be checked together.

What this means for SeaStorm 12

SeaStorm 12 is available with a 15 hp combustion outboard and is therefore designed for the common German licence-free entry point. Stronger configurations require the relevant qualification. A licence remains useful because it expands the choice of waters and power and teaches essential rules.
